Revision and update of the national implementation plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Uruguay.

UN Environment, through its Chemicals and Waste Area, established a Cooperation Agreement with the Ministry of Housing, Land Management and Environment (hereinafter, MVOTMA) for the implementation of the project Review and Update of the National Implementation Plan for the Stockholm Convention in Uruguay, with funding from the Global Environment Facility (hereinafter, GEF) and co-financing from the MVOTMA as Executing Agency, which is administered by the Stockholm Convention Regional Center for Latin America and the Caribbean, headquartered in our country.

The implementation of the project will enable the country to comply with its obligations by revising and updating the National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants, prepared in 2006.

The first stage of the update of the National Plan involves a national inventory of the new POPs; the second stage involves the revision of the inventory of the 12 initial POPs, this information being the basis for the establishment of priorities, the development of action plans and the determination of management strategies. In addition, it also constitutes a relevant tool for future monitoring of the effectiveness of the implemented action plan.

A specific year was determined for carrying out the inventory and preparing the new National Implementation Plan that represents the country’s situation regarding POPs, and it should be chosen in such a way that the greatest possible amount of systematized information is available and that most of the POPs have been included in the Convention. Given that the 6th amendment was adopted in 2014 and the POPs included in the 7th amendment were incorporated in 2015, the latter was chosen as the base year to make the estimates for the national inventory.

Project components and activities

Component 1:

Beginning of the process of reviewing and updating national implementation plans.

Expected results:

Institutional strengthening through national coordination.

Products:
  1. Key stakeholders and their roles identified and agreed upon.
  2. Initial assessment of institutional needs and strengths.
  3. Coordination mechanism for the management of POPs in force.

Component 2:

Assessment of the national infrastructure and capacity for the management of all POPs, development of new POPs inventories and updating of initial POPs inventories and monitoring of the effects of POPs on humans and the environment.

Expected results:  

Comprehensive information on current POPs control measures, management practices, use and impacts provides the basis for identifying POPs issues of concern and planning appropriate actions to address them.

Products:  
  1. Overview of the national infrastructure and regulatory framework for managing available POPs.
  2. Quantitative and qualitative data on available POPs releases: POPs inventories that include the 23 available POPs.
  3. Overview of available human health and environmental impacts of POPs.

Component 3:

Development of action plans for new POPs and updating of action plans for initial POPs, including gap analysis.

Expected results:    

Rational and cost-effective actions to address POPs issues of concern facilitated by the availability of well-prepared and costed action plans.

Products:    
  1. The national progress made in the management of the original POPs was analyzed and made available to all interested parties.
  2. Action plans for all POPs developed and / or updated and validated by all stakeholders.
  3. Gap analysis report available to all interested parties.

Component 4:

Formulation of a revised and updated National Implementation Plan with associated Action Plans for the 23 POPs.

Expected results:     

Better understanding of all POPs to establish cost-effective actions to address priority POPs issues in a way that allows Uruguay to develop rational and coherent strategies to reduce POPs risks in the country and comply with Stockholm Convention obligations.

Products:  
  1. Revised national objectives and priorities for POPs, including new POPs.
  2. Revised draft NAP available to all interested parties.

Component 5:

Approval of the National Implementation Plan

Expected results:  

The NIP endorsed by key stakeholders for transmission to the Secretariat confirming the government’s commitment to implement the Stockholm Convention at all levels.

Products:    
  1. Disclosure strategy report including consultations with key national stakeholders.
  2. PNA endorsed by the Government.
